Resolutions passed in Central Council Meeting – 16 & 17 December 2011


The Central Council of ARTEE, in its meeting held on 16th & 17th December 2011 at New Delhi passed the following Resolutions:

Present system of Membership to be discontinued after RSA system:
It is decided that the present system of membership with the onetime membership fees of Rs.500/- will be discontinued after 31st December 2011 in the light of monthly subscription system as per the CCS(RSA) Rules 1993.

It is also resolved that the existing amount in our Account with State Bank of India shall be transferred to the  Association account with Punjab National Bank or with Bank Of India and the account with State bank of India shall be kept exclusively for depositing subscription through Check off system. Members shall be discouraged from sending other payments/contributions in SBI Account. Such amounts may be deposited in either the accounts with PNB or Bank of India.

It is further resolved that the amount in this account shall not be used till the process of check-off system is completed and a formal procedure for utilizing this fund is in place.

Recognition process:
The Central Council resolved to fight unitedly for the completion of the Recognition of Association. It is also resolved that no office bearer will give negative reaction to the members especially on this issue.

Postings on Association matters in Social websites:
The Central Council decided that no office bearer will make any postings regarding Association matters on any Social networking websites, including Face Book. It is also decided to stop any groups created in the name of ARTEE on any social website and to take stern legal action if anybody starts such groups in the name of ARTEE.

Role of ARTEE in common platforms:
The Central Council resolved that ARTEE shall continue to lead / participate in various common platforms for the interest of our members but more concentration will be for the smooth functioning of NFADE, without compromising the interest of ARTEE.

Merger of EA with SEA:
It is resolved to write a letter to DG: AIR & Secretary, Ministry of I&B, demanding merger of the cadres of EA & SEA with effect from 01.01.2006, since the pay scales of both cadres were merged from that date and the pay revision on the recommendations of 6th Central Pay Commission were implemented from that date.
It is also decided to take legal opinion from an expert in service matters on this issue.

Court Case on ACP at Patna:
The Central Council decided to extend Financial & moral support to the applicants of ACP case at Patna.

Court case on Pay revision of Technician in parity with Lighting Assistant & Assistant Cameraman:
Central Council resolved to find out legal remedies for implementation of parity of Technician with Lighting Assistants (Revision of pay scale of Technician of All India Radio & Doordarshan to Rs. 5000- 8000, w.e.f. 1.1.1996 with notional fixation from 1.7.1983 as granted to Assistant Cameraman) and it is decided that the case, if necessary, will be filed by the Secretary, Technician/Sr. Technician along with the Joint Secretaries of Tech/Sr.Tech in Zonal committees.

Outsourcing of DTH, DD+:
It is resolved to continue the efforts of NFADE to stop outsourcing in DTH and other services.

New Pension Scheme:
It is resolved to continue the follow up action to ensure that the members joined after 01.01.2004 and supposed to enroll with NPS are not deprived of the benefits under the scheme.

Court case on pay revision of EA filed by two individuals at Gwalior:
It is resolved to monitor the developments on the SLP filed by the Govt in the Hon’ble Supreme Court and to take best legal support at Central Office level, in consultation with Zonal VPs, if necessary.

Re- categorisation of Stations in NEZ:
It is decided to take follow up action in the demand of re- categorisation of stations in NEZ which was agreed earlier by Member (P) & CEO, Prasar Bharati.

GPF Account:
It is resolved to write letter to authorities to maintain a common GPF Account for the employees irrespective of their transfers from one place to other.

Intimation to authorities:
The Central Council decided to intimate authorities regarding the resolutions passed in the Council.
