Agitation against Inter zone transfers in North East Zone

Zonal Committee of  ARTEE  North East was on Agitation on the sensitive issue of Inter zonal transfers out of North East Zone. The NEZ has been complaining that applicants from other zones apply in NEZ and after recruitment, these people seek inter zonal transfers even without completion of tenure. When entire ARTEE was busy in National Convention in Thiruvanathapuram, AIR Directorate issued Inter zone transfer order for One Sh. Reddy from Guwahati to Gidhalur, A.P. contravening earlier policy decision to the contrary & despite fierce protest from Zonal bodies of the Association. It is important to mention that Sh. Reddy has only completed around one year in Guwahati

ARTEE took up the issue at all appropriate levels and on tactical persuasion all Inter zone transfers have been stopped and a committee to formulate the policy for Inter zonal transfers will be formed. The Committee will be headed by Sh. R.K. Sinha , Director (EPC) . Other Members will be Sh. Umesh Chandra, Gen.Secy., & Sh. Kuldeep Bhan, VP of ARTEE and 2 members from other Association. Zonal Vice Presidents of the Associations will also be consulted.

Subject : Maintain Broadcasting in North East Zone :
Stop inter-zone transfer of subordinate engineering staff
Ma’m,

I request your kind attention to the letters in reference through which it was pointed out repeatedly by our North East Zonal committee that the stations under North East Zone are facing difficulties in smooth functioning due to acute staff shortage in the zone, particularly in the cadres of Engineering Assistant & Technician which are directly recruited cadres. Our Zonal committee has been requesting since long that necessary steps should be taken to ensure that the employees recruited against the posts of North East Zone are working in the Zone.

Though some of the employees have been approaching the o/o CE(NEZ) and this Association for inter-zone transfers,  the authorities and this Association were not encouraging it due to gravity of it’s impact on the functioning of NE Zone.

The DDG(A&F) was kind enough to stop these orders in March 2009 after realizing the sensitiveness of the issue.

But we fail to understand the emergency or the grounds under which your good office decided now that the matter is not at all sensitive for the zone, by issuing the order for inter-zonal transfer for an EA & Technician yesterday. If the Directorate took such a policy decision then the benefit should have been given to all pending cases of inter-zonal transfers from North East zone.

I am hereby attaching the letter from VP(NEZ) demanding to stop the inter-zonal transfer orders and he has pointed out that the North East Zone Committee of this Association will be compelled to start indefinite agitation in the interest of the stations functioning under NE Zone.

I would like to point out to your goodself that this Association will not be responsible for any interruption in service due to the agitation which was imposed on our Zonal Committee by the unwarranted decision of the Directorate.
