The ARTEE, North East Zonal Committee held its 2nd Zonal Convention on 9th and 10th October 2009 at Shillong. After threadbare discussion and deliberations in this convention, the following resolutions were taken :-
Resolution No.1 Categorisation of Stations: The house strongly opposed the recent order for Categorizations of three States namely Manipur, Mizoram & Nagaland of North East Zone as most difficult. The house was in the view of retention of previous categorisations of Stations of North East Zone and demanded for immediate withdrawal/modification of the order. The categorisation, if done, should be as per recommendation of Zonal CE office and taking the association into confidence.
Resolution No.2 Stopping of Inter-zonal transfer from NEZ: The house resolved that the inter-zonal transfer in respect of subordinate engineering cadre joined to serve in North East Zone to be stopped immediately till his/her next promotion or a minimum tenure of 3(three) years as per DOPT norms which should be maintained strictly.
Resolution No.3 Transfer Policy within NEZ: Most of the stations in NEZ have been declared as two years tenure leading to a lot of hardship to the staff and family establishment. Therefore, the house resolved that, for domicile employees of North East Zone, if situation demands, the home town should be considered as four years tenure which will mitigate the hardship to some extent.
Resolution No.4 One time Special drive recruitment for NEZ : In view of acute shortage of engineering staffs in the AIR/DD installations of this Zone ( especially the post of EA), the house demanded for recruitment of Engineering Assistant on Local basis as one time exemption which has been done earlier in North East Region in the year 1989 in AIR Shillong and thus the early repatriation to other Zone could be avoided.
Resolution No.5 Revert back of shifted posts before zone bifurcation: The house resolved that the central committee of ARTEE should take up the matter with Directorate to hold a meeting with both the CE’s of East and North East Zone and the association, regarding revert back of subordinate engineering post shifted before zone bifurcation, as it was repeatedly demanded by the North East Zonal committee members for revert back of the posts.
Resolution No.6 Regarding enrolment of Khalasi cadres as ARTEE member: The house discussed the issues of enrolment of KHALASI cadre as ARTEE member. The General Secretary had clarified that the KHALASI cadre may be enrolled as member of ARTEE, as per constitution of the association.
Resolution No.7 Acute shortage of staff in all AIR & DD set up in NEZ especially in newly commissioned LPTs: The newly commissioned LPTs are running without sanctioning of staff, but by shifting/diverting posts from existing set ups which are being managed somehow due to shortage of staff. The few staff, who are running the newly commissioned LPTs, are being over burdened due to acute shortage of staff. So, the house resolved for new sanctioned and posting of subordinate engineering staff by filling all vacant posts of Helpers, Technicians and EAs.
Resolution No 8 Up- Gradation of VLPT to LPT The VLPTs located in border areas like Tawang, Along, More, Dharmanagar etc. Should be up-graded to LPTs keeping in view of the interference of TV signals from neighbouring countries. The house also kept the context of the VLPTs, which are now lying under lock & key due to non-functioning of obsolete equipments.
Resolution No 9 Shifting of DDMC from Guwahati Bongaigaon and shifting of LPT Tuensang under the control of DDMC Dimapur : The house resolved, for smooth functioning and better management, DDMC Guwahati should be shifted to Bongaigaon considering Bongaigaon as the centre point of all LPTs in Lower Assam. The house also resolved, keeping in mind the long distance between Tuensang and Jorhat, and for which the staff at LPT Tuensang are being faced a lot of hardship in terms timely clearance of bills(including salary) & reconciliation, that LPT Tuensang should immediately be brought under the control of DDMC, Dimapur(Nagaland).
Resolution No 10 Single PAO for entire North East Zone: The house opined that, since the issue was a long pending demand, the GPF & other accounts of all the AIR & DD set up in NEZ, which are under the control of PAO, Kolkata, should immediately be shifted to PAO, Guwahati to mitigate the harassment being faced by the staff for settlement of GPF statements during transfers and withdrawal from the A/C.
Resolution No11 Budget Problem of all AIR & DD set ups of North East Zone The house strongly opposed the delaying tactics of Prasar Bharati for release, of LOC sanctioned by the Directorate, even often it has been observed that both the Directorate and Prasar Bharati overplay their roles citing excuses to each other, and for which every stations of North East is facing Budget Problem. The house demanded for timely release of funds for timely payments of salary and other dues, and also proposed for direct transaction from the Ministry of Finance to the Directorate.
Resolution No12 DHRA for North East The house resolved that it is the legitimate right for every one (insiders & outsiders of NEZ) who goes on transfer to other remote places in NEZ keeping their families at old stations for imminent reasons of insurgency, education facility and medical aid along with high cost of living. So, DHRA should be granted to the domicile employees of NEZ like SDA.
Resolution 13 Security Problem of North East Zone installations The security problem in NEZ, especially in the border & sensitive areas, is a major cause of concerns for the staff posted there, and the recent incident at LPT Haflong, where all staff had to move from Haflong due to life threatening on extortion demand and reported at DDMC, Silchar, is a best precedent about security problem being faced by staff in those areas. So, the house resolved that adequate and appropriate security arrangements should be provided to border & sensitive areas to avert any untoward incident, and considering very much sensitive due to frequent ethnic clashes among tribes and insurgent activities at Haflong, AIR & LPT Haflong should be categorised as stations of one year tenure.
Resolution No14 Career Oriented Training for Helper Cadre Proper training as instructed by the directorate i.e. training on technical wing should be executed as Career Oriented Training for Helper Cadre.
Resolution No15 Permanent Building and staff quarters for CE(N.E. Zone): The house strongly demanded for a permanent set up of CE(NEZ) office along with quarters for the staff of CE(NEZ) office as the Chief Engineer, North East Zone is still in a rented building with insufficient space to accommodate all the officials posted there and the facility of staff quarter is also not available for them. In spite of repeated requests the higher authority has not taken any initiative for permanent set up of this office as well as construction of Staff Quarters even after sending all the relevant documents for sanction required for construction of a permanent Building for Office of the CE( NEZ) and for purchasing of flats under GMDA at a reasonable Govt. rate.
Resolution No16 Full-fledged functioning of RSTI(T), Shillong The house resolved for a full-fledged functioning of existing RSTI (T) at Shillong which needs sanction of fund and requisite staff strength to run the institute to meet up its purpose and aim. It should also be opened for the participants for other Zones to make it attractive & pertinent at par with the other regional training institute. The house also demanded to retrieve the participation of domicile employees of NEZ in training courses conducted by STI(T) Delhi.
Resolution No17 Posting of Domicile Engineering officers : The house demanded that the domicile engineering officers, who are very few numbers, should not be transferred from NEZ to accommodate officers from other Zones as they are very much acquainted with every prones & cones of North East Zone which is logical as their service can be utilized for the development of this newly created Zone.
