Service Conditions for Prasar Bharati Employees A committee was announced by the CEO, Prasar Bharati to finalise the
service conditions in Prasar Bharati. Sh Sanjeev Dutta, ADG (Doordarshan)
was named the Chairman with all the Associations and NFADE as constituent
members. Though the committee was announced before the judgement of the
Hon'ble Supreme Court in March 2005, but the committee swung into fast
track during 1st week of April 2005. The deliberations took place in a
most conducive atmosphere. The chairman was receptive to any logical suggestion
from the staff side. The 80 page document was drafted with total unanimity
to the satisfaction of staff.

1. Allowances:
1.1 House Rent Allowance (HRA): may be paid to employees as per the following scales
1.2 City Compensatory
Allowance CCA: may be paid to the employees as per the following
scale-
1.3 Difficult station/
Non-Difficult station field/ Head Quarter Allowance 1.4 Hardship Compensation:
Employees of Prasar Bharati working in the NE region may be
given a Hardship Compensation @ 12.5% of basic pay, subject to a maximum
of Rs 1000/- per month, as admissible to employees of BSNL.
1.6 Transport Allowance:
Transport Allowance may be paid to the employees as per the following
scale:
1.7 Cycle Allowance:
Cycle Allowance may be paid to the eligible employees @ Rs
100 per month.
1.9.2 The Group
'D' staff assisting Cashiers in bringing cash from Banks may
continue to receive a special allowance of Rs 100/- per month. 1.10 Conveyance Allowance: may be paid to the employees @ Rs 4/-
per km for own motor car/ Rs 2/- per km for other conveyance, subject
to a maximum average monthly travel on official duty of 100 km, and a
maximum of 800 km. 1.12 Traveling Allowance (TA): may be paid to the employees as
per the following scales; (b). By Rail:

(II). TA on Transfer:
Trasfer TA, in transfer involving change of station, will comprise
the following; (III). TA on Retirement: is admissible when the employee settles down in a station other than the last station of duty, in the manner indicated in (II) above. 1.12.2 Packaging
Charges, subject to actual, may be paid to employees as follows
1.13 Medical Facilities: The CGHS/ AMA cover may continue to be
provided to the employees until Prasar Bharati puts in place an alternative
system e.g. medical reimbursement scheme or medical insurance scheme in
consultation with the employees representatives, before seeking their
option under section 11 of the Act.

Prasar Bharati may provide a subsidy of 90% for departmental canteen in
offices where there are more than 20 employees. 1.17. Washing Allowance: may be paid to all Group 'A', 'B' and 'C' employees @ Rs. 200/- per month, and to Group 'D' employees @ Rs. 400/- per month. 1.18. Special Allowance for Personal Staff: Personal staff attached with GM and above may be paid a special allowance @ Rs 150/- per month. 1.19. Shift Duty/ Night Duty Allowance: Shift duty allowance @ 10% of basic pay for odd hour duty, and @ 15% for shifts including night duty should be given to the concerned employees. 1.20. Hospitality Allowance: Group 'B' and above officers may be given a hospitality allowance @ Rs 400/- per month. 1.21. Risk/ Health Hazard Allowance: Considering that the normal working conditions of employees of Akashwani and Doordarshan involve high risks from radiation from transmitters, microwave installations, lighting grids, battery room and diesel generator rooms, and in mast installations/ maintenance, scavenging and sewerage work, shuttering/ electrical works, and lift operations, they should be paid a Risk/ Health Hazard Allowance @ 15% of basic pay for regular duties, and 10% for the employees for regular visits for supervision/ inspection etc. 1.22. Incentive for Acquiring Higher Qualification: An incentive in the shape of three advance increments may be given to employees acquiring the prescribed higher qualification during service. 1.23. Incentive for Promoting small family norms: An incentive of two increments for Executive grades and three increments for non-executive grades be given as an incentive for promoting small family norms. |
2. Advances: B. Interest - bearing
Advances Availing of LTC: (1). LTC may be admissible to all employees appointed in one of the approved scales of pay. LTC may not be admissible to an employee who has not completed one year's continuous service on the date of journey performed by him/ family. Family related benefits like LTC, Medical etc. may be restricted to two children only in respect of those employees who joined on or after 01-07-1988. (2). The concession may be admissible for the journeys performed during regular or casual leave without any minimum limit. No leave may be necessary for the journey of family members. Periodicity: Limits for reimbursement
of fares: Hiring of accommodation/
incidental expenses while on LTC: LTC encashment (in lieu of availing LTC): Encashment of All India LTC may be permitted once in four years. Such encashment will limited to 1700 Kms, each way by entitled class, by rail travel. For this purpose, family will be limited only to the employee, his or her spouse and children subject to a limitation of four full tickets and such encashment will be to the extent of 75% of the entitled rail fare. This facility is admissible only to those drawing salary in pay scales of the Corporation. Chapter 6: Travelling
Allowance
(B). Stay in a hotel or other establishment providing boarding
and lodging at scheduled tariffs in other cities.
(C). DA for stay under own arrangement/ Government/ PSU guest
house (Composite rate);
Note 1: 'Principal cities' mean Delhi, Mumbai, Kolkata and Chennai
plus state capital cities, while all other cities are classified under
'other cities'. (2). The following will be the entitlement for TA for travel on
tour by different modes:

Other Conditions to be observed: vi If any employee is provided with both boarding and lodging
free of cost, he will be entitled to draw 1/4th DA at applicable composite
rate. In case lodging is provided free, half of DA at applicable composite
rate will be admissible. |
