Service Conditions for Prasar Bharati Employees

A committee was announced by the CEO, Prasar Bharati to finalise the service conditions in Prasar Bharati. Sh Sanjeev Dutta, ADG (Doordarshan) was named the Chairman with all the Associations and NFADE as constituent members. Though the committee was announced before the judgement of the Hon'ble Supreme Court in March 2005, but the committee swung into fast track during 1st week of April 2005. The deliberations took place in a most conducive atmosphere. The chairman was receptive to any logical suggestion from the staff side. The 80 page document was drafted with total unanimity to the satisfaction of staff.

1. Allowances:
1.1 House Rent Allowance (HRA): may be paid to employees as per the following scales

1.3 Difficult station/ Non-Difficult station field/ Head Quarter Allowance
1.3.1 Existing allowance like Special Compensatory Hill Area, Remote Locality Border, Island, Tribal Area Allowance, Sunderbans, Hard Area Allowance may be replaced with the following:
A. Difficult Station Allowance 25% of Basic Pay
B. Non-Difficult Station Allowance 15% of Basic Pay
C. Head Quarter Allowance* 15% of Basic Pay
* May be admissible to all the staff members working in the offices located in Zonal/ Regional/ State Headquarter)

1.3.2. Other facilities currently available to the employees stationed in the North East and J&K may also remain in force. In addition these may be made available to employees who are transferred to another state within the North East.

1.3.3. Hard area allowance may be given to the employees posted in Akashvani and Doordarshan stations like Nicobar Islands, Padum, Drass, Neuoma, Teisuru, Diskit (all in J&K), Ukhrul (Manipur), Lunglei (Nagaland), and similar difficult places.

1.3.4. Hard area/ difficult station may be identified once in a year by a committee, including representatives of the Association/ Union, under the chairmanship of Member (Personal).

1.4 Hardship Compensation: Employees of Prasar Bharati working in the NE region may be given a Hardship Compensation @ 12.5% of basic pay, subject to a maximum of Rs 1000/- per month, as admissible to employees of BSNL.

1.5 Project Allowance: Project Allowance may be paid to the employees as per the following scale;

1.7 Cycle Allowance: Cycle Allowance may be paid to the eligible employees @ Rs 100 per month.

1.8 Extra Duty Allowance:
1.8.1 For Normal Duty - Extra Duty Allowance may be paid to employees using the following formula - (Basic pay/ 30 days /8 Hrs) * 1.5 per extra working hours on normal days.
1.8.2 For Shift Duty - Extra Duty Allowance may be paid to employees using the following formula - (Basic Pay/ 30 days /7 Hrs) * 1.5 per extra working hours of normal days.
1.8.3 Double the normal Extra Duty Allowance, as applicable, may be paid on holidays.

1.9 Cash Handling Allowance to Cashiers:

1.9.2 The Group 'D' staff assisting Cashiers in bringing cash from Banks may continue to receive a special allowance of Rs 100/- per month.
1.9.3 The conveyance for such work should be provided by the office concerned

1.10 Conveyance Allowance: may be paid to the employees @ Rs 4/- per km for own motor car/ Rs 2/- per km for other conveyance, subject to a maximum average monthly travel on official duty of 100 km, and a maximum of 800 km.

1.11 Children Education Assistance: may be paid to the employees as follows;
(a). Children Education Allowance: Each employee may get reimbursement @ Rs 350/- or actual whichever is less, per month per child, subject to a maximum of two children. For residential courses, hostel subsidy @ Rs 450/- p.m. and reimbursement of journey fare, for the child, to and fro from the station to Institution once in a year may be admissible.
(b). Merit Scholarship: Merit scholarship may be allowed to the children of the employees (subject to maximum of two children) in the following manner;
(i) One time lump sum amount per child ranging from Rs 900/- to Rs. 2400/- for securing 70% and above marks in the prescribed courses.
(ii) For securing admission in recognized institution based on All-India Entrance Examination @ Rs 750/- p.m. for the entire programme for securing admission in IIMs/ IITs/ AIIMS and Rs. 500/- p.m. in case of admission to Management/ Engineering/ Medical courses in leading Institutions/ colleges of India.
(iii) For toppers securing highest aggregate marks in the final examinations conducted by IIMs/ IITs/ AIIMs/ ACWA//CA/ICS, an amount of Rs. 10,000/- lump sum may be paid.

1.12 Traveling Allowance (TA): may be paid to the employees as per the following scales;

(II). TA on Transfer: Trasfer TA, in transfer involving change of station, will comprise the following;
i. A composite transfer grant equal to one month's Basic Pay + DP;
ii. Actual fares for self and family for journey by rail/ steamer/ air;
iii. Road mileage for journey by road between places not connected by rail;
iv. Cost of transportation of personal effects from residence to residence; and
v. Cost of transportation of conveyance possessed by the employee.

(III). TA on Retirement: is admissible when the employee settles down in a station other than the last station of duty, in the manner indicated in (II) above.

1.12.2 Packaging Charges, subject to actual, may be paid to employees as follows

1.13 Medical Facilities: The CGHS/ AMA cover may continue to be provided to the employees until Prasar Bharati puts in place an alternative system e.g. medical reimbursement scheme or medical insurance scheme in consultation with the employees representatives, before seeking their option under section 11 of the Act.
1.14 Conveyance Hire Charges: may be reimbursed subject to monthly ceiling of Rs 500/-.
1.15 Cash-Canteen Reimbursement:
1.15.1. Cash-Canteen reimbursement may be allowed to employees where subsidized canteen facilities is not available at the following rate:

1.15.2. Prasar Bharati may provide a subsidy of 90% for departmental canteen in offices where there are more than 20 employees.

1.16. Clothing Allowance: may be paid to all employees on actual basis subject to a maximum of Rs 5000/- for warm clothing and Rs 2000/- for summer clothing.

1.17. Washing Allowance: may be paid to all Group 'A', 'B' and 'C' employees @ Rs. 200/- per month, and to Group 'D' employees @ Rs. 400/- per month.

1.18. Special Allowance for Personal Staff: Personal staff attached with GM and above may be paid a special allowance @ Rs 150/- per month.

1.19. Shift Duty/ Night Duty Allowance: Shift duty allowance @ 10% of basic pay for odd hour duty, and @ 15% for shifts including night duty should be given to the concerned employees.

1.20. Hospitality Allowance: Group 'B' and above officers may be given a hospitality allowance @ Rs 400/- per month.

1.21. Risk/ Health Hazard Allowance: Considering that the normal working conditions of employees of Akashwani and Doordarshan involve high risks from radiation from transmitters, microwave installations, lighting grids, battery room and diesel generator rooms, and in mast installations/ maintenance, scavenging and sewerage work, shuttering/ electrical works, and lift operations, they should be paid a Risk/ Health Hazard Allowance @ 15% of basic pay for regular duties, and 10% for the employees for regular visits for supervision/ inspection etc.

1.22. Incentive for Acquiring Higher Qualification: An incentive in the shape of three advance increments may be given to employees acquiring the prescribed higher qualification during service.

1.23. Incentive for Promoting small family norms: An incentive of two increments for Executive grades and three increments for non-executive grades be given as an incentive for promoting small family norms.

2. Advances:
The following advances may continue to be allowed to the employees after absorption in the manner admissible during the period prior to their absorption in Prasar Bharati.

Chapter-5: Leave Travel Concession
Availing of LTC:
(1). LTC may be admissible to all employees appointed in one of the approved scales of pay. LTC may not be admissible to an employee who has not completed one year's continuous service on the date of journey performed by him/ family. Family related benefits like LTC, Medical etc. may be restricted to two children only in respect of those employees who joined on or after 01-07-1988.
(2). The concession may be admissible for the journeys performed during regular or casual leave without any minimum limit. No leave may be necessary for the journey of family members.

Periodicity:
(1). LTC for hometown may be allowed once in every calendar year from Headquarter to Home Town and back.
(2). LTC to visit any place in India may be allowed once in a period of four calendar years.

Limits for reimbursement of fares:
(1). The reimbursement may be limited to actual fares by the entitled class by the shortest route. Employees whose entitlement is II class by rail, while availing LTC may be allowed reimbursement of II-tier AC fare for rail travel actually undertaken by the shortest route. Their basic entitlement however, will continue to remain by II class by rail.
(2). Employees while availing LTC, may also be reimbursed for local travel the actual taxi fare or at twice the entitled rate of local conveyance under TA rules whichever is less at the stations of commencement and termination of outward and inward journeys.
(3). Withdrawal of four/ fifth of the estimated fare and expenses for hiring accommodation (as per entitlement) as an advance towards cost of the journey by the shortest route to the destination and back may be allowed.

Hiring of accommodation/ incidental expenses while on LTC:
(1). Employees while availing LTC may be entitled to draw an amount equivalent to 100% of the amount of DA (at the applicable rate under TA Rules) for self, (one) spouse, two dependent children above 5 years of age and dependent parents towards expenses on hiring accommodation at place(s) of visit in the country which should be other than the employee's home town for the actual number of nights spent at such a place, limited to 10 nights. Within the above overall limit, during transit the entitlement may be limited to 75% of entitled DA per day of transit.
(2). This may be made subject to the condition that holiday home/ Guest house/ transit accommodation facility, if existing at the palace of visit is not availed by employee/ family. The facility may also not be admissible to the employee when visiting the station where he has been permitted to retain the family.

LTC encashment (in lieu of availing LTC): Encashment of All India LTC may be permitted once in four years. Such encashment will limited to 1700 Kms, each way by entitled class, by rail travel. For this purpose, family will be limited only to the employee, his or her spouse and children subject to a limitation of four full tickets and such encashment will be to the extent of 75% of the entitled rail fare. This facility is admissible only to those drawing salary in pay scales of the Corporation.

Chapter 6: Travelling Allowance
Rates of Daily Allowance (DA): An employee on tour will be entitled to Daily Allowance (DA) intended to cover expenses incurred on meals and incidentals during the course of journey and, for boarding and lodging at outstation place of duty as per entitlement given below;
(A). Stay in hotel in expensive cities.

iii. Rs 6500-7999 Actual Single room rent charges of any three star hotels or Rs 900/- per day whichever is less subject to production of receipt plus Rs 150/- for food and incidental.
iv. Rs 4100-6499 Actua Single room rent charge of any three star hotels or Rs 540/- per day whichever is less subject to production of receipt plus Rs 100/- for food and incidental.
v. Below Rs 4100/- Actual single room rent charges of any hotel or Rs 180/- per day whichever is less subject to production of receipt plus Rs 60/- for food and incidental.

(B). Stay in a hotel or other establishment providing boarding and lodging at scheduled tariffs in other cities.

Note 1: 'Principal cities' mean Delhi, Mumbai, Kolkata and Chennai plus state capital cities, while all other cities are classified under 'other cities'.
Note 2: Stay in a Hotel/ any other establishments that are not registered/ licensed by proper authority will be treated as "making one's own arrangement".

(2). The following will be the entitlement for TA for travel on tour by different modes:

(4). TA on retirement: TA on retirement is admissible when the employee settles down in a station other than the last station of duty, in the manner indicated in (3).

Other Conditions to be observed:
i Actual accommodation charges up to the ceilings shown above in case of principal and other cities for stay in hotel, or state tourist complex will be reimbursed subject to production of receipts. For staying in Govt. guest houses and Public Sector Enterprise guest house, the DA at the normal (composite) applicable rate will be admissible.
ii The DA on tour will be calculated from the time of actual departure to outstation and up to the actual time of arrival at Headquarters. Delay in scheduled time of departure/ arrival of mode of transport by fifteen minutes is not to be reckoned. For road journeys actual time of departure/ arrival will be reckoned.
iii For fractional day's absence from Headquarters, full DA at the admissible rate will be paid if the absence is 12 hrs or more. In case the absence is for less than 12 hours but more than 6 hrs. 70% of full daily allowance will be admissible.
iv An employee who does not produce receipt for accommodation charges will be paid at composite rate of DA.
v For prolonged, continuous halts, full daily allowance may be drawn for a period of 180 days at anyone place. No DA shall be admissible for continuous halt at one place beyond 180 days.

vi If any employee is provided with both boarding and lodging free of cost, he will be entitled to draw 1/4th DA at applicable composite rate. In case lodging is provided free, half of DA at applicable composite rate will be admissible.
vii For forced halt at outstation DA at nominal (composite) rate will be admissible. In case of short duration halts en-route the destinations for catching rail/ air connection, reimbursement of hotel charges will be admissible only when night halt is involved.
viii Wherever ITDC/ State tourism hotels are available, these should be preferred.
ix No daily allowance is admissible for journeys performed within 8 kms from place of posting. However actual conveyance charges as per entitlement may be reimbursed.
x For journey period or where employee returns to his headquarter on the same day, DA at composite rate for other cities under own arrangement will be admissible.
xi For other entitlements under 'Traveling Allowance', the TA rules of the Central Government as amended from time to time shall be applicable to the employees of Prasar Bharati.
